Act

Tier 4 Microfinance Institutions and Money Lenders Act, 2016 (Act 18 of 2016)

This Act set up the licensing and supervision regime for SACCOs, non-deposit-taking microfinance institutions, self-help groups and money lenders that fall outside Bank of Uganda regulation. It created the Uganda Microfinance Regulatory Authority (UMRA), requires SACCOs to be both registered under the Cooperative Societies Act and licensed before offering financial services, and sets prudential, governance and reporting standards to protect members' savings. It also provides for a SACCO Stabilisation Fund and for receivership and liquidation. Every SACCO board should know it well. Original source: https://ulii.org/akn/ug/act/2016/18
