Implementation Guidelines for the Parish Development Model (Ministry of Local Government)

These are the government's operational guidelines for the Parish Development Model, the flagship programme to move subsistence households into the money economy through the parish. They set out the seven PDM pillars, institutional roles from national to parish level, how enterprise groups are formed, and the place of the PDM SACCO as the channel for the Parish Revolving Fund. They also cover planning, data, monitoring and accountability. This copy, hosted on a State House site, is the February 2022 edition. Some file names suggest later ministerial revisions.
