Policy Brief

National Co-operative Policy (Ministry of Trade, Industry and Cooperatives, 2011)

Uganda's National Co-operative Policy, dated 10 January 2011, sets the government's vision for reviving and growing the cooperative movement after the collapses of the 1990s. With a foreword by President Museveni, it places cooperatives at the centre of moving households from subsistence farming into the money economy. It covers agricultural marketing, savings and credit, and other sectors. The policy sets out principles, the roles of government and the movement, and areas for intervention including education, governance, finance and legal reform. Later reviews found it was never fully put into practice. Original source: https://www.mtic.go.ug/cooperatives-publications/
